An AI-manipulated photo, purportedly showing 'Neukgu,' a wolf that escaped from Daejeon O-World, caused significant confusion among search authorities. The man in his 40s responsible for circulating the image has been apprehended by police and faces charges of obstruction of official duties. The dissemination of this false information has drawn criticism for leading to the issuance of emergency alerts and the loss of critical time for the search operation.
A 40-year-old individual, identified as Mr. A, has been arrested by police for manipulating and circulating a fake sighting photo of 'Neukgu,' a wolf that escaped from Daejeon O-World Zoo, using AI (Artificial Intelligence). The Daejeon Metropolitan Police Agency's Cyber Investigation Unit has applied charges of obstruction of official duties through deception against Mr. A. This incident clearly demonstrates the severe repercussions that the misuse of AI technology can have on public safety and administrative systems. It serves as a warning that false information, even if initiated as a simple prank, can lead to widespread social confusion and waste of resources.

Neukgu escaped around 9:18 AM on the 8th, digging under the safari fence at O-World. Immediately after, Mr. A generated and distributed a fake photo depicting the wolf seemingly roaming a street near O-World Intersection. This manipulated photo was reported to search authorities, leading Daejeon City to send out an emergency alert at 1:56 PM that day, stating, "The wolf has gone towards O-World Intersection." This fake photo was even used verbatim in Daejeon City's capture situation briefing and official announcements by fire authorities, leading it to be mistaken for credible information. Police and fire authorities, who were initially searching the hills adjacent to O-World, experienced significant confusion due to this single photo, urgently changing their search area to Sajeong-dong, Jung-gu, Daejeon, and even relocating their search headquarters to a nearby elementary school.
▲ Causing Search Confusion
The circulation of the manipulated photo resulted in the critical loss of optimal search time. Criticism arose that while authorities scrambled to find a wolf that wasn't there, they missed the golden hour to track and capture the real Neukgu. Public resources were unnecessarily wasted due to the false information, and citizens suffered from unnecessary fear and anxiety. Police identified Mr. A as a suspect by meticulously comparing and analyzing the manipulated photo with CCTV footage from around O-World. Subsequently, they tracked Mr. A's AI program usage records and online upload history, leading to his successful apprehension on the same day. During police questioning, Mr. A reportedly admitted to the crime, stating he "did it for fun." This is pointed out as an irresponsible act, demonstrating a lack of awareness that disseminating false information is not a mere prank but a serious crime causing immense harm to society as a whole.
▲ Dissemination of False Information
A police official emphasized, "The dissemination of false information goes beyond a simple prank; it is a serious crime that deprives us of the critical time needed to protect public safety." The official further stated the policy to relentlessly pursue and rigorously investigate such illegal acts in the future. This incident is expected to serve as an opportunity to raise social awareness regarding issues like deepfakes and manipulated images, which are intensifying with the advancement of AI technology. Particularly as AI-based image generation technology becomes widespread, and content making it difficult to distinguish between fact and falsehood rapidly increases, multifaceted efforts are needed to ensure information reliability. The government and relevant agencies must redouble their efforts to prevent the spread of false information, strengthen penalties for crimes exploiting it, and educate citizens to discern accurate information.
