U.S. President Donald Trump announced that a complete disarmament agreement with Hamas has been reached, marking a critical turning point in diplomatic negotiations surrounding the end of the Gaza war and post-war reconstruction.

On the 30th (local time), President Trump announced that the Peace Committee, which he leads, has reached an agreement on complete disarmament with Hamas and all other armed groups in Gaza. He assessed this as a historic advancement toward lasting peace and security in Gaza.

The Peace Committee has become a key institution in the Trump administration's post-war Gaza plan, overseeing peacekeeping and reconstruction. The Gaza peace plan approved by the UN Security Council also identified the demilitarization of Gaza and the establishment of a new governance system as core tasks.

The core of this agreement is not merely for Hamas to lay down its weapons, but to transfer governance and security authority in Gaza to a new administrative body.

If Hamas actually implements disarmament, a new Palestinian governing authority responsible for administering and maintaining security in Gaza will be able to secure substantive authority. This was the essence of Trump's vision to dismantle the existing structure where armed organizations exercised both governance and military power simultaneously and transition to a unified administrative system.

President Trump also presented the vision that the new Palestinian government would work with the Peace Committee to transition to a system supporting Gaza residents. Ultimately, this agreement held greater significance in restructuring the political and security order of post-war Gaza than in a mere ceasefire.

▲ Israeli Withdrawal Must Follow for a "Real Agreement"

This agreement is linked to a roadmap ending military conflict, in that Israeli forces' phased withdrawal can follow the implementation of disarmament.

President Trump stated that once disarmament is complete, Israeli forces would withdraw from Gaza and an international stabilization force would cooperate with the new Palestinian police force to ensure the safety of residents and neighboring countries.

This was interpreted as a phased transition plan leading from "Hamas disarmament → Palestinian governing authority gaining authority → Israeli military withdrawal → international stabilization force security support." It was a compromise aimed at preventing security vacuums in Gaza while simultaneously addressing Israel's security concerns.

Specifically, Israel has demanded complete Hamas disarmament as a key condition for Israeli military withdrawal. Israeli officials have also raised concerns that the currently discussed measures do not sufficiently meet the demand for complete removal of all weapons.

Ultimately, the issue is not whether "an agreement has been announced," but whether Hamas can actually gradually relinquish heavy weapons, light weapons, military facilities, and tunnel networks. Unless the scope of disarmament, verification methods, and the timing of Israeli military withdrawal are specified in detail, it would be difficult to rule out the possibility that this announcement will amount to merely another diplomatic declaration.

If this agreement is successfully implemented, Gaza would be able to establish a framework for moving beyond the end of war to a new governance system and international reconstruction regime.

In particular, who will exercise security authority in Gaza and how to prevent the rearmament of armed groups were key issues determining the success or failure of post-war reconstruction.

Therefore, this agreement is significant not as the completion of Gaza peace, but as the opening of the most difficult gate on the path to peace. Whether President Trump's political declaration can lead to actual disarmament, military withdrawal, and transfer of governance becomes the ultimate test for the direction of the Gaza war.
