During the June 3 local elections, cases were confirmed in Jeollanam-do, Gyeongbuk, Gangwon, and other regions nationwide where the number of voters by time slot showed no increase for several hours, spreading controversy over the credibility of election statistics management. Rep. Ju Jin-woo of the People Power Party argued that after analyzing data from the National Election Commission, nationwide post-hoc corrections were revealed, and the appointment of a special prosecutor is necessary to investigate whether there was organized computer manipulation.

▲ Voter Numbers 'Frozen' at 34 Polling Stations Nationwide for Extended Periods

According to Rep. Ju's analysis of the "hourly voter numbers and turnout rate" data submitted by the National Election Commission, among polling stations with final voter counts exceeding 100, there were 34 locations nationwide where voter numbers showed no change for three hours or more on election day.

By province and city, Gyeonggi Province had the most with 10 locations, followed by Jeollanam-do with 8. This was followed by Gangwon with 3, Jeonbuk, Gwangju, Seoul, and Incheon with 2 each, and Chungbuk, Chungnam, Gyeongbuk, and Jeju with 1 each.

At three polling stations in Gwangyeong-dong, Gwangyang-si, Jeollanam-do, a pattern was confirmed where voter numbers surged shortly after voting began, then showed no change whatsoever from 10 a.m. to 4 p.m. for six hours.

At Gwangyeong-dong Polling Station No. 1, the voter count remained at 628 through 4 p.m., the same as at 10 a.m., while Polling Station No. 2 remained at 470 and Polling Station No. 3 at 735, with no changes. After 5 p.m., as voting neared its end, the numbers began to increase again.

Polling Station No. 8 in Hwasun-eup, Hwasun-gun also showed only one additional voter per hour, rising from 265 at 11 a.m. to 266 at noon and 267 at 1 p.m., with no further changes until 5 p.m.

Polling Station No. 2 in Seokgok-dong, Buk-gu, Gwangju recorded 142 voters at 10 a.m. and showed no increase until 3 p.m., while Polling Station No. 2 in Bonryang-dong, Gwangsan-gu showed no change in numbers from noon to 5 p.m.

The polling station in Jeongwoo-myeon, Jeongeup-si, Jeonbuk saw 227 voters by 7 a.m. but no increase until 10 a.m., and Polling Station No. 4 in Shinpung-dong, Gimje-si also maintained voter numbers from 1 p.m. to 4 p.m.

Polling Stations No. 1, 2, and 3 in Seohwa-myeon, Inje-gun, Gangwon-do also recorded no changes from 9 a.m. to 1 p.m., maintaining 118, 79, and 72 voters respectively.

▲ Abnormal Patterns Spread to Seoul, Busan, Incheon, and Pohang

In Seoul, Polling Station No. 2 in Seocho 3-dong, Seocho-gu registered no new voters from 11 a.m. to 1 p.m., while Polling Station No. 5 in Yeoksam 2-dong, Gangnam-gu showed no new voters from noon to 5 p.m.

Yongho 3-dong Polling Station in Nam-gu, Busan showed no increase in voters from 3 p.m. to 5 p.m., Songdo 4 Polling Station No. 1 in Yeonsu-gu, Incheon from 2 p.m. to 5 p.m., and Polling Station No. 1 in Deokjeok-myeon, Ongjin-gun from 1 p.m. to 3 p.m. respectively.

Polling Station No. 4 in Ocheon-eup, Pohang-si, Gyeongbuk also maintained its voter count at 430 through 5 p.m., the same as at 2 p.m.

Rep. Ju argued that based on these cases, the possibility that not a single voter cast a ballot during several hours of voting is extremely low. Therefore, he pointed out that the possibility of voter numbers being corrected post-hoc cannot be ruled out, going beyond simple data entry errors.

Rep. Ju stated, "It is newly revealed that voter numbers were post-hoc corrected nationwide in the June 3 local elections," and added, "A special prosecutor must be appointed who can investigate without blind spots, including whether the election commission was involved in organized computer manipulation."
